Fiat Chrysler has been hit with a record $105 million fine for mishandling 23 recalls. The National Highway Traffic Safety Administration said Sunday that the fine, and the “rigorous federal oversight” that the auto maker will face over the next three years, are the result of poor handling of the recall of 11 million vehicles.
