The idea of a guaranteed minimum income may sound like a social ideal and a new report says it could provide a more efficient safety net; but it’s unlikely. The Fraser Institute’s report says that while the idea of low income workers receiving automatic cash credits to raise their wages above the poverty line would save administrative time and money, getting approval from all government levels and implementing the reform is “insurmountable”.
