The quality of jobs in Canada is at a record low according to the CIBC employment quality index. The index examines the ratio of full to part time jobs, wages and other factors to determine the quality of jobs and is now 1.8 per cent lower than a year ago. If the assessment found that the issue was a cyclical one that could be fixed, potentially with monetary or economic stimulus; but the study says it is structural. Chief economist Benjamin Tal says that recessions that have led to fewer full-time jobs and more part-time may in many ways be permanent, although he noted that in recent figures more full-time jobs were created than part-time ones.
